Setkání s ministryní Patty Hajdu

Zvláštním způsobem liberální vláda seznámila občany s novým rozpočtem. Nedá se říci, že by se nekonala setkání s voliči vzápětí po zveřejnění rozpočtu. Nejsem ekonom, abych tento rozpočet kritizoval, ale zdá se mi, že jsou v něm dobré myšlenky. Více prostoru pro rodinu, možnost pro oba manžele zůstat s nově narozeným dítětem, podpora tisku…

Byly zde však také věci, které mne znepokojily a proto jsem se vydal za ministryní práce Patty Hajdu. Setkání se konalo v pondělí ráno v 9:30 v Bramptonu. Oznámení o tomto setkání jsem dostal elektronicky v pátek večer. Většinou se přes víkend do počítače nedívám.

V dopravní špičce není snadné se do 38 km vzdáleného komunitního střediska v Bramptonu dostat, ale dorazili jsme po hodině patnácti minutách včas. Ne tak paní ministryně, ta byla mírně zpožděná. Další překvapení bylo, že se nejednalo jen o tiskovou konferenci, ale o setkání ministryně s dětmi a rodiči. Nutno říci, že paní ministryně byla dobře připravená. Počet novinářů by se dal spočítat na prstech jedné ruky a kolem 10:40 minut v kulečníkovém sálu k tiskovce skutečně došlo, ale nebyla to klasická tisková konference, kdy se novináři ptají jeden po druhém. Požádal jsem tedy paní ministryni o rozhovor. Představil jsem se a zdůraznil, že pokud se jedná o lidská práva strávil jsem dva a půl roku ve vězení, protože jsem odmítl udělat kompromis se svým svědomím. To se stalo krátce poté, co byla podepsána Helsinská dohoda (mimo jiné i kanadským ministerským předsedou P. E. Trudeau). V Helsinské dohodě se jasně říká: HELSINKI 1975 (Declaration on Principles Guiding Relations between Participating States”, principle VII, par. 1 and 3)

The participating States will respect (...) the freedom of thought, conscience, religion or belief, for all without distinction as to race, sex, language or religion. (...)  Within this framework the participating States will recognize and respect the freedom of the individual to profess and practice, alone or in community with others, religion or belief acting in accordance with the dictates of his own conscience.

Tato dohoda je jasně porušena v dotazníku, který mají organizace žádající o vládní podporu pro letní studentské programy vyplnit. Žadatelé jsou nucení, aby proti svému svědomí potvrdili, že mimo jiné souhlasí s interrupcemi. Zdůraznil jsem, že mi nejde o otázku interrupcí, ale o to, že stát nařizuje občanům, jak se mají chovat. Jedná se o stejné zasahování státu do práva jedince, jaké se dělo v minulosti v Rumunsku v době Ceaušescovy diktatury, či v Polsku pod vedením konzervativního prezidenta Kaczyńského, jenže v opačném směru.

Ministryně práce paní Hajdu odpověděla: „Tento dodatek jsme tam dali, protože po delší dobu byli žadatelé nečestní a nerespektovali skutečnost, že tento program je určený pro práci mladých lidí. Proto chceme vědět, co studenti budou dělat a jaké budou mít povinné aktivity. Tento požadavek se nezměnil. Tyto skupiny však ohrožovaly práva Kanaďanů…“

V tento okamžik jsem paní ministryni přerušil a zeptal jsem se jaká práva Kanaďanů…

„Diskriminovali ostatní Kanaďany při najímání pracovníků…“

„Není tento požadavek diskriminací jiných Kanaďanů?“

„Nikoliv, protože nemáme povinnost tyto příspěvky dávat. Musíme mít jasné vyjádření na co tyto peníze jdou, přesný popis práce a chceme jistotu, že skupiny neporušují základní práva Kanaďanů.“

„Ale tyto organizace respektují Chartu lidských práv…“

„To určuje vláda…“

„Ale vy měníte definici života, která je rozličná v různých kulturách. O tom, co je lidský život se diskutuje v literatuře (Aldous Huxley – Konec civilizace, Vercoes - Nepřirozená zvířata - vědeckofantastický román, v němž objev spojovacího článku mezi opicí a člověkem vyvolává úvahy o univerzálnosti lidských práv), ve filmu (Jean-Louis Goddard - Alphaville)…

Byl jsem přerušen.

„Jaká je otázka?“

„Proč měníte definici života…? Jako příklad může sloužit Trudeaův novotvar peoplekind… Nemusíme se obávat, že podobné diskriminaci budeme podrobeni, když budeme žádat o grant pro noviny?

„Vytrhl jste něco z kontextu! Peníze pro letní program nejsou otázkou pro udělení statusu neziskové organizace, ale ujištění, že tyto peníze nepůjdou organizacím, které aktivně podkopávají základní práva Kanaďanů…“

Na otázku, jestli nehrozí něco podobného v budoucnu třeba pro tisk nebo pro umělecké granty jsme již nedostali od paní ministryně odpověď.

Tuto otázku jsem chtěl položit i naší zástupkyni v parlamentu Julli Dzerowicz, dostal jsem od ní podobnou pozvánku telefonicky na úterý v 7:45. Když jsem chtěl na tuto schůzku přijít, oznámili mi z její kanceláře, že setkání nebylo večer, jak jsem očekával, ale odehrálo se již ráno. Skutečně vhodná doba pro největší počet zájemců! Přesto bych chtěl vědět i od ní odpověď na tuto otázku, jestli se neobjeví podobná klauzule při žádosti o grant pro noviny…

A ještě bych přiložil jednu otázku, jestli velký humanista Albert Schweitzer, který byl zásadním zastáncem nejen nejširší definice lidského života, ale ochráncem života vůbec, by mohl aplikovat o grant pro mladé lidi například při pomoci v nemocnici. Podle podmínek, které stanovila kanadská ministryně práce Patty Hajdu by jeho žádost počítač nepřijal, protože aktivně podkopává základní práva… Není to ironie?

Meeting with minister Patty Hajdu

The Federal Liberal Party used an unusual way to announce their budget to Canadian citizens. It would not be right to say that were no meetings with the electorate immediately after the budget was made public. I am not an economist to criticize this budget, it seems to me, that it contains some good ideas: More space for families , allowing both parents to spend time with a newborn baby, support for press…

However there were certain things here somewhat alarming and that reason I decide to meet minister Patty Hajdu. A meeting was taking place on Monday 9:30 am in Brampton. I received the announcement regarding this meeting through e-mail on Friday night. Generally I don't look at computer on the weekend. It is not easy to travel 38 km to Brampton Community Center during rush hour, but we made it on time. The minister was slightly late. Another surprise was that this meeting was not a press conference, but a minister meeting with children and their parents. Minister was well prepared. There were very few media present and around 10:40 am a press conference was held in billiards room, but it was not usual a press conference, where journalist take turn in asking questions.

So I asked the minister for an one on one interview. I introduced myself and emphasized that regarding the issue of human rights I spent two and half years in prison (in former Czechoslovakia), because I refused to compromise my conscience. This happened shortly after the Helsinki accord was signed (among others also by the Canadian prime minister P. E. Trudeau).

This declaration is clearly violated in the current application form, which has to be filled out by organizations/institutions requesting government subsidy grants for summer students jobs programs.

The applicants are required that against their conscience they assure, that among other issues they agree with abortion.

I underline that my concern here is not abortion, but the fact that the state is ordering it's citizens how to behave. This is the same intervention by the state into human rights of an individual, as it was happening in the past during the Ceausescu dictatorship in Romania or in Poland under conservative president Kaczynski only in different direction.

The Minister P. Hajdu answered: „This addition was included because for some time the grant applicant were dishonest and didn't respect the fact that this program is designed for jobs for young people. That's why we want to know what the students will be doing and what activities they will be asked to do. This requirement has not changed. These groups however by their core activities undermined the human rights of Canadians.“

At this point I asked the minister about what rights of Canadians was she referring to… „They discriminated other Canadians during the hiring process.“

„Isn't this new amendment discriminatory towards some other Canadians?“

„No, because it is not our duty to award the grants. We must have clear statement regarding how the grant money is spent, specific job description and we want to be assured that the organizations do not undermine the rights of Canadians.“

„But these institutions respect the Charter of human rights…“

„The government determines that…“

„You are changing the definition of life, which is different in different cultures. What is human life is discussed in philosophy, theology, literature (Aldous Huxley – New Brave World) or in film (Jean-Lu. Godard  - Alphaville)…

Here I was interrupted.

„What is you question?“

„Why are you changing the definition of life?“ As an example serves recent new word by Justin Trudeau peoplekind… Should we be subject to similar discrimination, when we apply for grant for newspaper publication or for art?

„You have taken something out of context! The funds for summer programs are not about charitable organization status, but about guarantee that grant money will not go to organizations, which actively undermine basic rights of Canadians…“

When asked if similar amendment could be implemented in case for instance in regards to press or art, we didn't receive answer from minister.

When I wanted to pose the same question to my representative m. p. J. Dzerowicz. I got a similar invitation by voice mail for last Tuesday at 7:45. But when I call her office, I was told that the meeting took place at 7:45 am. Truly most convenient time for most people interested!

Still, I would like to know her answer to this question: If there may a similar amendment appear in the application for grant form for a newspaper.

And I'd like to add one more question: If the great humanist Albert Schweitzer who was defender of life, would be able to apply for a grant for young people to work as help in hospitals? According to the conditions stated by the Canadian Minister of Labour Patty Hajdu, his application would not be accepted by the computer, because he actively undermines basic human rights… Isn't it an irony.

This shortsighted policy is  pushing the electors to vote for conservative politician as Donald Trump in U.S.A. or as we see in Ontario Doug Ford.
